Job Detail

Role Purpose

Representing the Client on board of an Installation Vessel or another marine spread or a Yard, the Offshore Construction Manager (OCM) is accountable for the execution of the operations related to an Installation project in line with the Engineering procedures and the Client requirements in terms of safety and quality. As the authorized decision maker on site, he/she represents the Client in defending the Client’s interest at all times. He/she is responsible for managing the offshore project team (including subcontractors), coordinating the marine crew, and for maintaining the company’s assets to ensure readiness and performance on projects to sustain the Client’s reputation as a trusted partner for projects.

The Offshore Installation Superintendent must be present during FATs (Factory Acceptance Tests), SITs (Site Integration Tests) and FPSO readiness preparations onsite to oversee the execution and bring on the specific offshore installation experience ensuring testing is done in realistic conditions, using the adequate means, ensuring Group procedure compliance is achieved within the Completion schedule, whilst maintaining the highest level of HSSE. He/ she will be validating the scope of work and successful completion related to the FPSO preparation and readiness prior to sail away and provide valuable inputs/alternatives if obstacles are met during testing that only a site presence can ensure. The presence on site of an OCM is key for the safe and successful Offshore Installation campaign.

When appointed on the project, the Offshore Construction Manager will follow the various project phases. He/she shall be available for office work in various locations including overseas.

Role Contribution

  • In order to ensure the project readiness to prepare the successful delivery of projects YOU ARE TO:

1.1. Support and advise the Proposal team in the Win phase of the project as a subject matter expert and technical authority for offshore installations.

1.2. Engage early with the Project Manager to assess, improve and approve project engineering procedures and documentation deployed to the project team.

1.3. Provide input to the Vessel Operations Manager so that the offshore project team has the required skills and expertise to deliver the Project Execution Plan.

1.4. Share on best practices and develop initiatives to learn from current and past projects/vessel operations improving Company’s know-how.

The Measure Of Your Effectiveness In This Will Be

  • The Project Plan is executed in time and budget respecting the company standards for quality and safety.
  • Stakeholder feedbacks (PM, Vessel Operations Manager, Proposal Team)
  • In order to ensure the Project is executed in a safe and efficient way, in compliance with Client’s standards, local regulations and Client’s requirements YOU ARE TO:

2.1. Lead the overall operations within the various disciplines: Diving/ ROV Supervisor/ Bridge team/ Deck team/Field Engineer/Third parties.

2.2. Coordinate with the marine crew for marine operations.

2.3. Cascade the Project requirements and Engineering procedures to the marine personnel, project team and other offshore subcontractors and ensure they are well understood and execute.

2.4. Oversee the offshore work planning of the Vessel and ensure the optimization of the necessary resources for the project and the vessel.

2.5. Coordinate and ensure the synchronized execution of the task plan with the 2 Offshore Construction Supervisors as per procedure and arbitrate issues between different disciplines when necessary, aligned with the Project Engineer.

2.6. Monitor, assess and report the project plan milestones, certificates and other deliverables to the Project Manager and the client.

2.7. Continually maintain an appropriate level of awareness, knowledge and preparedness across the team to upskill team members and create a culture that prioritizes quality and effective HSSE and balances overall associated costs.

2.8. Ensure that the project activities comply with the Vessel HSE Management System.

  • Achievement of the KPI related to the collective performance.
  • Feedback / satisfaction from Client, Project Manager, Vessel Operations Manager.
  • Vessel operations uptime.
  • Continuous improvement of quality and HSSE performance against set targets.
  • In order to maintain the company’s assets and ensure continuous readiness for projects to sustain Client’s reputation as a trusted partner for projects YOU ARE TO:

3.1. Ensure the vessel and the equipment’s maintenance is executed improving the vessel’s operability to minimize exposure to breakdown.

3.2. Ensure the equipment is undertaken as planned in optimization with project activities.

3.3. Ensure the Field Engineer develops ownership to maintain a healthy ratio of maintenance work versus Project work.

The Measure Of Your Effectiveness In This Will Be

  • KPI related to the maintenance of the Vessel.
  • Vessel operations uptime.
  • Vessel and subcontractor equipment redelivery.
  • Feedback from Installation Vessel Operations Manager
  • In order to have a highly efficient and successful team on board YOU ARE TO:

4.1. Continually assess and maintain an appropriate level of awareness, knowledge and preparedness across the team to upskill team members and create a culture that prioritizes quality and effective HSSE.

4.2. Provide guidance and advice personnel.

4.3. Plan and develop competencies and capacity of the teams on-board.

4.4. Assess and appraise the performance of your team and report it to the Operations Manager.

Job Requirements

School/studies/degree:

  • Minimum professional/ vocational certificates.
  • Valid BOSIET & HUET.

Experience

  • 20 years of offshore experience including previous experience with Client
  • IMCA offshore air diving experience required.
  • Good knowledge of engineering and systems technology in a project environment.
  • Familiar and complying with Safety and Environmental rules and regulations (OSHAS 18001, ISO 14001).
